Bill was born in Pasadena, Texas and attended Pasadena public schools, graduating from Pasadena High School in 1973. He graduated from University of Texas at Austin in 1977 with a B.B.A. degree in Insurance. Bill joined Barmore Insurance Agency, Inc. in 1977 as a commercial insurance underwriter. He obtained his Certified Insurance Counselor designation in 1980.  Barmore Insurance Agency, Inc. sold to Arthur J. Gallagher & Company in December, 2013, and Bill now serves as Area Senior Vice President of the Houston South office of Arthur J. Gallagher & Company.

Bill assists businesses, institutions, non-profits and individuals with risk management and insurance solutions.

Bill has been a member of the Rotary Club of Pasadena since 1983. He served as President of the Rotary Club of Pasadena in 1994-1995, and that year was recognized as Rotary District 5890 Club President of the Year. Bill was a Team Leader for a Rotary Group Study Exchange to Brazil in 2000. Bill received the Service Above Self Award from Rotary International in 2004-2005, Rotary’s highest honor for an individual Rotarian. He currently services as Rotary District 5890 Co-Chairman of Ambassadorial Scholarships.

Bill has served on numerous committees of First United Methodist Church, and is serving as a volunteer in many other community and charitable activities. He received the 2010 Distinguished Citizen Award from Pasadena Independent School District.

Bill is currently a board member of the Pasadena Independent School District Education Foundation, serving as president in 2011.

Bill and his wife Jackie reside in Pasadena, Texas and have four grown children and three grandchildren.
